Si Jose Ma. Panganiban (Ho·sé Ma·rí·ya Pa·nga·ní·ban) ay manunulat at aktibong kalahok sa Kilusang Propaganda. Gumamit siya ng sagisag panulat na Jomapa at J.M.P. sa pahayagang La Solidaridad.
Isinilang siyá noong 1 Pebrero sa Mambulao, Camarines Norte kina Vicente Panganiban at Juana Enverga. Ang kaniyang ina ang nagturo sa kaniya ng kartilya, katon, at katekismo. Nang mamatay ang kaniyang ina, pinag-aral siyá ng kaniyang ama sa isang seminaryo sa Naga, Camarines Sur at nakatapos ng kursong Pilosopiya noong Sa tulong ng direktor ng kaniyang pinasukang seminaryo, nakapag-aral siyá sa Colegio de San Juan de Letran. Pagkaraan ay kumuha siyá ng medisina sa Universidad de Santo Tomas. Noong , isinulat niya ang Anatomia de Regines na kinilála bilang isa sa mahusay niyang katha. Ang mga isinulat niya tungkol sa general pathology, therapeutics at surgical anatomy ay pinarangalan din. Earlier known as Mambulao, the town of Jose Panganiban,Camarines Norte, earned it's sublime reputation in national history not only as one of the most abundant sources of gold in the islands but also as the birthplace of one of the most brilliant members of Propaganda Movement in Spain. As a tribute to their most heroic son, the town thus was renamed Jose Panganiban.

Vigorous, intelligent, and eloquent, José María Panganiban y Enverga was born in the gold-mining and coastal town of Mambulao, Camarines Norte on February 1, Fondly known to his family and fellow reformists as Pepe, he was the eldest of the three children of Don Vicente Panganiban, a clerk of court in Daet, and Juana Enverga, a native of Mauban, Tayabas.
Pepe Panganiban left his hometown at age 12 to pursue his segundaenseñanza leading to a bachilerenartes at the Seminario Concillar de Nueva Caceres (now Holy Rosary Minor Seminary).
